Comments:
The term "issuance" or a variation of it is used approximately 137 times in the proposal. There is no definition of the term as it applies to this regulation, at what level an "official issuance" is an issuing authority, or what the terms, life, scope, format, or any other characteristic is that distinguishes a "officical issuance" from a policy, guideline or reccomendation.
