Who will monitor management? These guys abuse the authority they already have. You are not speaking of well-trained management, but people who made it through the ranks via the buddy system. Now they will have POWER they do not deserve. This new POWER given to people who don’t have a clue of how to manage is closely related to this; http://www.pbs.org/wgbh/aia/part4/4p2951.html Not all of the civil service managers are included in my feelings, and race is not a factor, but if you observe the ones in NNSY, you will see what I am talking about.
