These propsed regulations should not apply to anyone but they should especially not apply to CSRS and WG employees. For many jobs there is no way to measure how well an employee performs. This opens the door to favoritism. If years of service don't count, how can you expect anyone to be dedicated to the Federal Govt.? These regulations only undermine National Security. Right now you have a dedicated Federal worforce who is deeply concerned about the warfighter. These regulations will ruin the Federal workforce. These proposed regulations are like stepping back in time.
