The proposed NSPS system will promote a good old boy's network and further increase the differential pay between men and women. No longer can I say that I'm paid the same as the man next to me doing the same job. If the boss likes him better, he'll get promoted faster. How many female supervisors are there? Far less than males. In addition, the almost 50 page document doesn't address how supervisors will be trained on awarding and determining promotion potential for ALL employees. NSPS needs to include a plan that is acceptable before this is implemented. I can see the greivance process for the federal pay system increasing under this plan which gives all the power to the supervisor. If I happen to work for someone who doesn't like me, I'm basically screwed. Please don't let this system go into effect. We need reform that brings people together, not divides them based on subjective opinion. One of the reasons I want to work for the federal government is because I can fairly be promoted based on my talent and time in service, not because I'm prettier or more friendly with the boss. I fear that sexual harrassment cases will increase under a system that rewards performance, rather than equitably allows all employees equal opportunity to advance themselves, despite gender, race, favoritism, or sexual preference.
