Subpart C (9901.313) The law says that until 2008 DoD employees will be guarenteed the same average raise as employees in other department. I am skeptical of the ability of this system to work. However, if it does not offer employees a bigger pie than what we would have normally gotten there is no chance of employees embracing the new system. We are being told to take the risk because you may do well but there will not be enough funding to do well. Since employees are going to have to share the same small pie there will eventually be more infighting as they realize that the easy way to get a bigger piece is to make sure that some one else gets a smaller piece. The mission stops being the goal and personal gain takes over.
