Comments:
Regarding Pay Banding, suggest that you group GS-1 through GS-4 in the first group, GS-5 through GS-7 in the second group, GS-8 through GS-11 in the third group and then the last last group GS-12 and above. The example we were shown only showed three different groups. If there were only three groups created, a GS-5 or 6 could possibly be demoted to a GS-1 level pay. I feel that the four different groupings would better reflect what is typically the normal progression through the civil service program.
