Stop this insencitive NSPS system!! You will be loosing all of your lognivity DOD Civil Personnel, those that do there job with integrety and with catering to every little boss that comes through the door. Let me give you an example. I have 5+ years of high marks, the last supervisor was a womenizer. We clashed from day one, just because I didn't think of him as the god he thought he was. My marks when way down! Through NSPS your giving BIGETS like this power. You are going to lose a great number of hard working DOD employees. Why don't you apply this NSPS to congress first and the People will be your supervisors. Then if any of you remain you can then try to apply it to DOD.
