IN THE WORKFORCE RESHAPING SECTION 9901.601 AND 603 THERE IS NO MENTION OF THE TREATMENT OF PART TIME EMPLOYEES. WE HAVE ALOT OF PART TIME EMPLOYEES AT DEFENSE CONTRACT AUDIT AGENCY. WHERE DO THEY FIT IN WHEN THE WORKFORCE IS RESHAPED? ARE THEY THE FIRST TO GO? IN SECTION 9901.407 MONITORING PERFORMANCE AND FEEDBACK IN AN AGENCY THAT HAS THE GLASS CEILING FOR WOMAN, THIS SECTION FURTHER LIMITS A WOMANS UPWARD MOBILITY WHEN WORKING FOR MALE SUPERVISORS. ESPECIALLY WHEN THEY BELIEVE THAT WOMAN BELONG AT HOME AND THEY DEGRADE WOMAN. WOMAN WILL NOT GET THE HIGHEST PAY BANDS. ALSO, TO LIMIT THE NUMBER OF RAISES IN A BIASED ENVIRONMENT YOU KNOW THE MANAGERS ARE GOING TO GIVE THE MALES AND THERE FRIENDS THE RAISES. DOD NEEDS TO RETRAIN MANAGERS THAT WERE PROMOTED IN THE FIRST PLACE TO MANAGERS BASED ON WHO WAS THERE THE LONGEST AND NOT BY PERFORMANCE. THESE TYPE OF PEOPLE HAVE NO PEOPLE SKILLS. BEFORE WE ENACT THIS NEW SYSTEM WE NEED TO RETRAIN MANAGERS AND GET RID OF MANAGERS THAT CANNOT PERFORM ARE BIASES AND CAN NOT MANAGE UNDER THIS NEW PAY BANDING. I BELIEVE THAT EMPLOYEES AND UNIONS SHOULD HAVE THERE INPUT FOR THIS NEW PAY SYSTEM PRIOR TO IMPLEMENTATION.
