Title 5 chapter 43 (performance appraisal systems) and appeals of the resulting appraisal appear to be extremely watered down in the NSPS system. If a manager gives an unsatifactory appraisal it almost seems that the system's immediate response is to accept it "because I said so". This could lead to an increase in promotions of toadies that hop to ANY demand made by ANYmanager regardless of it's impact on taxpayer funded tasks or manner in which it is related to the mission of the command involved (personal services for/to/on the boss) In short, NSPS could lead to a DoD full of nothing more than highly paid ass kissers. One idea would be for the employees to be able to submit their inputs on their manager's perfoemance to some independant third party for evaluation. This is done routinely in colleges and universities world wide as well as at the end of every DoD training course. Shouldn't we hold senior management to the same standard as we do their teachers? Rewire the appeals process and move fwd with NSPS. The overall idea of getting paid basd on performance is sound.
