This is in regard to secton 9901.401 that address the "training" that will be provided to managers/supervisors who will be conducting the evaluations of subordinates. One of the items mentioned is the training will be conducted and funded, where will this money come from? From my experience with the government one of the first things that loses it funding is training. This will be an ongoing project as new raters will be introduced continuosly so the training will also have to ongoing, forever, so the money will have to always be there for training, forever. Will this training be effective? It is a well known fact that no matter what type of training is given, those who receive the training will not change. For effective change to a persons ethics one must go through a devasting life change. No matter what type of training the raters attend they will NOT change their current ethics!!!! They had all the training they needed under the present system to do their job--otherwise they would not be in the position that they presently hold--correct? They had the power and tools under the present system to award and/or punish if they chose to do so. Sometimes all it takes is the writing of a paragraph to give a deserving employee an award or document a poor performer for their removal. A possible solution may be to have the people who rate the raters go through this "extensive" training and use this system for several years on the ranks down to the first line raters and let them adjust the system to be as fair and equitable as it proclaims to be. Then once they work the bugs out on themselves, either accept or reject this NSPS plan.
