I have read the entire NSPS proposed regulations and found them to be very demoralizing. These regulations are basically written so that one person, Mr. Rumsfield, can rule with an iron fist. I have never seen so much power over so many people levied upon one individual (outside of the President). Mr. Rumsfield wants to have unfettered power over all DoD employees, and these regulations are written to give him that power. NSPS will drive many dedicated, loyal, and hard working employees out of the Government. The stress brought on by these regulations will drive others to an early death. All DoD employees need to read these regulations and know exactly what is coming down the road. Mr. Rumsfield is driving a train that will be very difficult to derail. You can make changes to a system without going to drastic changes such as these being proposed. The opinions of 700,000 don't count. One person's opinion does. It's his way or the highway. Make your choice.
