Change is inevitable and we must transform our way of thinking right along with it. I am a Human Resources Specialist and I have one request. I ask that DoD take out the old sunseted Federal Personnel Manuals (FPMs), and review the contents of those manuals as a guide, to address all aspects of civilian personnel, while finalizng the NSPS regulations. Why this request? I worked in the CPO days and transformed under Regionalization for the CPOCs and CPACs. Even with regionalization, the FPMs hold valuable information and, really, address every aspect of civilian employment, recruitment and discipline within the Federal Government. The FPMs will serve as a good guide so that our Pioneers of NSPS will not miss a category or procedure that may be effective, with changes, under NSPS.
