Comments:
This is not a system that will attract or reward or retain employees. Not all employees will be compenstated fairly. Some supervisors will be generous with pay increses other will be stingy. Civilian seniority needs to pe protected in a RIF. Kissing up will pay off not good performance.l The bosses buddys will get the best ratings and the most money.
