9901.607 Retention standing. This area is subject to rampant abuse. Performance ratings should be given weight, but not a blanket higher rating based upon performance evaluation alone. You WILL have managers who will give a higher rating to an up and coming young employee who does all the right things, says the rights things, basically sucks up to what the manager wants. This employee will get a higher rating over someone who has plugged away for 25 years doing everything asked of them, but maybe not in such a flashy way. Favortism cannot be controlled under this new proposed regulations. Retention based upon time in service should come first, as under the current system, and give additional years service retention credit based upon performance rating.
