Comments:
Civil Service was instituted in the late 1800's to stop the abuses that I believe will be let loose on Federal Employees by NSPS with nothing but the whim of the supervisor to act out his or her likes and dislikes. I have been a federal supervisor for 12 years and been able to complete my assignments, recognize and reward good employees and take corrective action against poor performing employees within the guide lines of the Civil Service System. The checks and balances Civil Service affords has given this country dependable employees for over 125 years. I believe NSPS will bring favoritism and chaos to federal employment.
