Although I believe the 'intent' of NSPS was to improve the current pay system, I think the end result of the proposed regulation will negatively impact civilian employees. Specifically, the performance-based pay seems to discourage team efforts. It appears that if employees within the same pay pool can discredit a fellow employee, they could benefit. The regulation does not state who will be the pay pool manager? The entire regulation seems to promote the 'good old boy' network and individual popularity, rather than teamwork.
