Comments:
1). The proposed system will end the annual GS pay raise and replace it by one that is budget driven. There are no raises for high performance and step increases are eliminated. Loss of cost of living raises hurts American families and the communities they live in 2) Due process in challenging performance rating will be eliminated creating possibility for administrative abuse. 3) and, seniority and veterans preference will be diminished or eliminated thereby devalueing the person who has put in years of commitment and loyalty to an organization.
