Under the current system a young commentor welcomes NSPS to get rid of subperformers and old deadweight. If subperformers and old deadweight are getting pay raises, the same as other more productive workers, the blame should be placed on their lazy, corrupt supervisors. Lazy, because it takes extra effort to confront, write down, and followup bad or less than good behavior. Corrupt, because when you allow a raise and know it's not deserved, that's like stealing. What makes you think that same supervisor will be fair under NSPS? Will you have access to all of the writeups to everyone in your payband? Will you know the amount of raises given to each person? Under current system, you at least know what to expect each year if you meet your performance plan and if the President gives a cost of living increase.
