I have been working for over 10 years for the DoD and getting a pormotion where I am now is very very hard. They are selecting folks more by who you know, some performance or skill. I'm afraid that the pay for performace system will be that way and supervisors will favortize more than anything. As for the pay band get everyone equivilient (federal workers) with the private system first (that's what the pay increase every year was originally for) then go on a pay band. I only support myself and it's not easy paying off a house loan and all that goes with it on my pay. If too many taxes climb and my pay does not I'll be forced to sell and move out. I don't want that to happen and I hope the US Government does not either.
