Dear Sir: Change is difficult for many people, however, it can be great to re-energize the federal govt. workers. If the "rules" are not written more clearly and concisely the govt. will probably end up spending more money and time defending the decisions that have been made by managers who are unable to distinguish between the ethical thing to do and the nonethical. I've worked for the govt. for over 26 years, and in the past three years I've been fighting through the EEO process to achieve justice, however, if the rules governing Merit Promotion had not been so clearly written, "management" would be able to run all over me. To me, people want to do right, but the good ole boy network gets in the way of clear thoughts. The published rules are too vague to get my support. Where are the details to show the workforce how the pay for performance will work. What are the statistics on the history of the HLS group that has been under the plan for the past three years, are the employees satisfied, do they feel that it is a fair system, has the number of complaints risen, how many career employees have left the govt? Please consider publishing more details of the system so that the workforce can have a more precise picture of ultimately what the final rules will look like. I'm sure that the details are currently available, so why not release them. Thanks.
