Pay banding, Performance Management, Labor Relations, and Employee Engagement and Appeals. Since all the top government managers are political appointees and every manager under them are appointed because of their political association, needless to say not by their ability alone. So because of the political atmosphere that is more prevalent within the government bureaucracy then within the private sector, all decisions made will be done so with a political agenda in mind. Civil Service laws, rules and regulations were passed to alleviate favoritism and malpractice. By establishing the NSPS as written will do nothing but allow favoritism to run rampant throughout the department, as it did before the. I will agree that practices need to be changed but not a bold as planned there needs to be a compromise between the two.
