ALL. I committed the better part of my life to serving the American public and the Department of Defense and I find the entire proposal of the new NSPS, and the notion that it will improve the controls and restrictions over the DoD civilians as ludicrous. This plan obviously and in no way has anything to do with the security of the United States. It has all the earmarks of nothing more than a clandestine effort by the administration and the DoD secretary to cut the DoD spending, treat the civilians as the active duty (without the promise of steady income or benefit as the active duty are afforded), cut positions without retirements, and outsource. These were not things I had to consider when I signed on as a civilian employee and see this as a breach of contract and good faith. Therefore I will put this issue up for litigation. This is a discriminatory action in that it does not equally involve ALL agencies of the Federal government and persons employed, turns the responsibility of established controls over to suspect intentions and preferences of supervision and management in some quarters to “Make or Break” a worker’s career. It definitely clouds a person’s vision of their progression and places their future in serious question. If the Civil Service System where in need of becoming more flexible and fair, then it should have been modified by amendment to the existing rules and controls where it was found too restrictive or unresponsive to the unique requirements of the DoD and apply to everyone.
