I absolutely OBJECT to the plans incorporated in this personnel proposal to base the sytem on 'merit' accomplishments with no respect for longevity. "High performing" employees will be awarded? GET REAL! Someone must be really STUPID to think that such basis will be administered fairly!!!! As a member of the civil service for 25 years - I can guarantee that this system will be rife with abuse. Even NOW - the "bonus" award system for employees is abused, same people get the award year after year. Only those who are 'favorite sons' of the current administration can hope to win an annual bonus, the rest of us who work hard are just IGNORED. I handle millions of dollars in equipment mangement, and oversee policy that directly impacts the deployability of AF troops -- but, in the last two years, every male in my office has been 'promoted' from GS-12 to GS-13... and none of the women! This was so obvious some women chose to leave for other jobs. Even more disgusting....these men OPENLY and regulary go on vacation and play golf together. Who needs nepotism with a system like this ???? and you want to make it EASIER for management to "pick favorites" ??? You are CRAZY! Get your head on straight and face it now... 'merit promotion' is only in the mind of the individual supervisor..... around here I am despised because 1. I tell the truth and won't sugar coat problems - 2. I pull no punches and tell the management when they are wrong 3. Mangement does not like being told they are wrong. Guess who never gets an annual 'bonus,' guess who will never be promoted? I'm more educated than any man in our office.... I have a 4 year college degree and hold a JD in law -- these other men are not even college educated - and they are being promoted to GS-13. Why? ....because they play golf and I don't.... If you do this - you open up the system to MASSIVE FAVORITISM and you eliminate the ability for the government to have employees who can say NO to management when management is WRONG! You can "pay band" all you want - but "merit" evaluation alone is a dangerous tool! Civil service employees should be entitled to the protections we have earned for years of faithful service.... China Lake was a management disaster - and nobody admits it today - and you use it as an example of your "experience" in restructuring personnel policies? What a laugh. I am glad I am close to retirement - I do NOT want to be under this "new system" - in fact -- I highly recommend that if you are so stupid as to implement this program - that it NOT BE APPLIED to current employees . This is TOTALLY INSANE! DON'T DO IT!!!!
