There is not a section to tie my comments into, but my concern is the pay pool for example: If you have a pay pool that starts at GS-11thru GS-13, the GS-13 may be your boss so what's the incentive for them to increase your pay when you are in competition with them. Also what is the incentive for the GS-13 if the pay band ends at there grade, how will they continue to receive increases? The second problem that I have with the National Security Plan is that we are forgeting about the polictical part of the distrubution of funds and promtions, will there be some winners, yes. But there will also be a lot of power put in to the hands of people with likes and dislikes against people in general. Know these people (boss/organization's) will have the power to take or give pay increase. I have worked hard to get to this point in my government career and I will continue to do the nessary things to advance. I have also been on both sides of the table, one where people took a great intrest in you when you were working hard and another when people did not take a great intrest when you were working hard. In the later case at least I could look foward to the system (locality pay/cost of living increase) that was set in place to reward me for my hard work and work ethics. I'm not saying this new system (NSP) will not help some but your asking for a lot of trouble when you put that much decision making power in the hands of two or three people. Know money becomes the driving factor to the decisions you make on the job. Do it or no increase for you. People like myself will not bow down to this type of direction, but some will and get a nice increase for it. I hope you all have really thought this thing through. You talking about a good old boy system. Jump rover I've got the money/increase. I know this is not what you had in mind when developing this th NSP. Let us not forget the one person who had a lot of power in the AF who used her position/ability to influence to set up deals with big government contractors for the benifit of herself and her family. What was the driver, money. What more will happen within the government when a Col. or team or GM-15 can use your increase to influence your work ethics and decisions? Thank you for your time.
