Thank you for permitting me to voice my objection to the "proposal" to adopt the NSPS. I have been following the release of information for some time on the intenet and wish to submit my disdain and regret that the current administration is so intent on destroying the morale of its Federal Civilian workforce. Firstly, lets consider how these actions are going to vastly affect the real workforce. I am speaking specifically of the GS-4's through the GS-6 paygrades. Oftentimes we are the "workhorses" of the division. We do all the tasks prescribed by our job descriptions and then some. We are the ones who are held totattly responsible for all new procedures and ideas by our supervisors but never get the accolades associated with the success of a new project but often we are first to be blamed for their failure. Secondly, I work in an inviorment where all my first line supervisors are active duty military. On occassion, some of these members readily admit to not having any prior experience in dealing with the civilian worker. I had one experience where I was told by an Army E-6 that he was not a "private" and would not be subject to work like a private. Referring to the fact that those under his supervision were nothing more than "privates". On further examination, it must be noted that some these young, inexperienced NCO' s have no knowledge whatsover concerning Title VII or any civilian regulations or any union rules or procedures. I see the new proposals having an adverse and undue hardship on the entire workforce but I am certainly concerned how this will effect the "little" people who do the 9 to 5 everyday and never receive recognition for their efforts. I hope you will reprint this so others concerned have a forum to voice their discontent.
