I have read Part II of the Department of Defense Office of Personel Management document that appeared in the Federal register on Monday, February 14, 2005. In my agency, to get promoted you must have the "right qualification" {young} and be in the "click". These regulations/rules only makes it easier for management to continue their practices. I am one of those employees that produce 100+%, however, for reasons unknown to me, I will never be promoted again. I qualify to train someone to be my supervisor, but am not promotable myself. I also find it interesting that it is available for comment when so much of it is still not defined. It is scheduled for implementation in July and I have yet to see the pay bands, or the requirements to get promoted from one to the next. Will DoD write the rules as they go to suit each case? The document also states employees participated in the developmenting of this system yet, I know of no one who did.
