I've read through the web pages and have concluded: - NSPS is a good thing and long overdue. - Change will be difficult. - Training for supervisors (of which I am one) must be thorough. - "The devil is in the details" on how pay-banding will really work. Pay-for-performance can easily fall prey to "pay inflation" where supervisors reward poor performers or over-reward good performers in order not to be perceived as showing favoritism. - Not much is shown about dismissing poor performers. Rumors are already starting to flow that unliked, but steady, performers will be removed as soon as NSPS takes effect. --END OF THIS COMMENT SUBMISSION--
