General comments: While the Fedeal Government has been in a need for many years to revamp its personnel regulation, how it rates and awards civilians, this is certainly a good start but not a finished product. If this regulation goes into effect as written, the federal government will have nothing but yes men and women. No one will say no to upper management in fear of being fired. It will depend on which good ole boy or girl network you belong to, and not about your job or performance. When it comes time to dip into the big pot of money in the sky for awards, I see senior managment standing in line and by the time they get through, the crumbs will be for the employees who really do all the work or better yet, as it is today, sorry no money left.
