I do not like the idea of pay for performance because if I happen to end up with a supervisor/manager who is bias or just not like the way you look although I am working my butt off then I could possible not get a raise from now until I retire. If I am to get a increase based on the pay pool don't you think the favorites or friend of a friend that has been hired will receive the largest increase while the real workers get crumbs. If I take a job in the same pay band I could possibly end up making less than what I make in the last job. The unions are being phased out under this plan. Now, we will have no laws to protect us or at least give us the benefit of the doubt and no one/union who has a legal footing to help fight for us to make things right/better. I had a three year wait before I became career a employee, now everyone will walk in a career employee. If my performance begins to decline then the employer does not have to give me a formal, set period for improval before management may take adverse action. Ok. Now, I can find a fault in the best employee and magnify it and use that to bring about some adverse action. I feel that this is just a tool to get rid of the people you just don't like and the federal employee has no recourse because its the law and the law favors the supervisor and the agency always. I have been waiting three years for my step increase and now that its here you all change the system and I won't get the raise that I deserve and have worked so very hard for. I see that standard are in place to hire individuals based on their degree now when are we going to pay individual base on their education. I hear about performance but what about education are we encouraging it. I want to see federal agencies promote internal instead of hiring someone from outside that will be paid more and the person at the lower grade and the internal employee having to train them because the position called for education. I got my degree in service and can not go to a higher grade or pay scale because I can only go two grades higher. Now, will we be able to be considered for those positions now that we are pay banding? I think that the move is coming too fast and without our input. Right now, this system leaves one at the mercy of management. I feel so helpless because I feel that it is working against the federal employee. I do believe that the non-performers should be weeded out because they are dead weight on the system.
