First off, after almost 32 years of service, I see no problem with the current system (it's not inadequate, manage is). The problem lies with management, lack there of. You will create multiple pay systems along with creating a new HR Sytem when you just streamlined it in the early 90's eliminating positions. Sub-part C; you don't identify what grades will be in what bands and state that WG and Navy labs will be exempt. I just came from pay banding and management misused it. Pentagon officials have said that the new system is essential to transform the department into a flexible and reactive agency. The agency is worse now than it was 30 yrs ago. There is more abuse, misappropriation, conflicts of interest, etc now than ever. There is no management because they don't want to take the time to manage. Just let all of the CSRS retire without penalities before you force the knowledgable. workforce and back-bone of the government out. Subpart F - I guess we can't bump because there will be no one to bump. You are going to demolish the RIF process. Why do you think employees have stayed with you for so long? We will now have no rights at all. You plan to revamp the current RIF process, but not the Vet preference process. That's discriminating against the non-vets. They will have all of the jobs. At least, rewrite the RIF process so that the retired vets already collecting one retirement and will be able to collect SS benefits without being affected by the wind fall tax, don't have RIF rights. Otherwise, the Federal government will only consist of vets. 9901.354 - reduction in band - I'm sure this will also apply to managers. 9901.373 - conversion to NSPS; for those of us that are maxed out in our grade, no benefit will be gained. 9901.609 RIF notices - 60 days notice is ludicrous. They are being done correctly now and they will be in 60 days? It just really makes not sense to me to revamp a systems when it's not the system. For the administration to be so unconcerned about the actual out-come of employees dedication throughout the years is sad. When the baby boomers leave, you will have lost your workforce. There is nothing to attract the young to come into the government. The government hasn't utilized it's existing tools, what makes you think they will use the new tools? If it require a thought process, you're out. There is just too much lack of management to make the new system a success. It will fail faster than the old system and for the same reason. LACK OF MANAGEMENT.
