Many occupational series and jobs have performance that cannot easily be measured on a performance outcome basis. When this occurs, the frequent tendency is to look for items that can be measured which often are trivial parts of the overall picture. What is the plan for situations where there are no measureable performance outcomes? What are the plans for preventing situations such as this from gravitating toward measurement of insignificant or trivial matters just because they are the most easily measureable.
