What is going to happen to those of us on COLA? I haven't read anything about COLA, is it finally going to be converted over to locality pay? Also, what about employees that are currently in a ladder promotion program. I myself have been working towards my target grade for three years. How is that going to work, are we just going to get stuck where we are at? In my case the promotion will take me from band II to band III. I won't have the time in grade until next july however, 2006.
