I have served our government now for 28 years and, to be honest, what I see with NSPS scares me. It's not that I'm sub-par employee or not capable, it's that I will be at the mercy of a supervisor that may or may not click with me. Under the NSPS rules, if I'm interpreting them correctly, if my supervisor decides, for any reason (in the interest of....), to fire me or demote me, I have no expiditious way of contesting it. Even if I did, it seems it will be a futile effort for me to even try and contest a managers decision. I'm not sure that the efficiencies expected will be significant enough (if at all) to offset the demoralizing effect of this newly endorsed approach to managing resources. I believe that the past attractions for Civil Service will no longer be there and the stars that are expected to be attracted by the new system won't be there. I hesitated to make these comments expecting fully to have them ignored, but I needed to express my concerns and hope to convey the anxiety I have over these changes being made so late in my career.
