My comments relate primarily to SubPart D - Performance Management When performance ratings of record, or other documents, are to be viewed by boards for actions such as promotions, reductions in force, etc, there should be a mechanism for making such ratings and documents transparent in terms of age, gender, race, ethnicity, etc. This could be done by blocking, or otherwise making unavailable to the board members, information such as name, race, age, etc. The benefit would be to help dispell any appearance that these factors were being taken into consideration during the decision-making process for personnel actions. If such steps are not taken, the system will be more open to criticism than it supports and/or perpetuates preferential treatment or a quota system, and would therefore totally undermine one of the main premises of this system - that it is truly a pay-for-performance system.
