I agree with some of the proposed plans of reform. Those being that people be rewarded for thier hard work, and efforts. I don't believe NSPS overall will work per design. There will be certain people that will befriend boss's to get a raise, and there is no way to prevent people from doing that, that happens now. We are always told here in DoD that we are top performers and vital to the armed forces, yet we are treated like our opinions and feelings don't matter. I personally have 25 years of service left and it's sad to think that I might not have a job down the road. I believe that I am a top performer and I'm willing to work for the DoD for those 25 years. Overall the NSPS sounds great and yes it would be nice if it worked per design, but I don't believe it will.
