Comments:
I have reviewed the posting in the Federal Register on the DoD National Security Pay System. I found no mention of how this system will be applied to members of the Acquisition Intern Program. Many of these Interns start as GS-07 and progress to GS-09, and then GS-11 over a two and one half to three year period depending on their specific field. Upon graduation from the program, interns are placed as GS-12 and then compete with the work force for any further promotion based on skill and experience. Currently, progression is based on supervisor feedback and time in the program. The NSPS does not appear to make provision for placement or advancement of members in this Congressionally mandated program.
