I do not believe the NSPS will be a fair and equitable system. No matter what points you emphasize as being better than the old system, it will not be. The reasons being, you cannot take out the human element when determining who should or should not get a raise, if the manager for whatever reason does not like an employee, that employee will suffer and in turn if the manager likes an employee he/she will reap the awards. I know your saying this is not the way it is going to be, but believe me more often than not this is the way it is going to be. Don't say that you cannot reward high performers in the current system, this is absolutely false, there are Quality Step Increases (QSI) Cash bonuses, on the spot awards and time off awards. All this system is going to do is produce more stress on both the exempt and non-exempt employees, besides creating an atmosphere of back stabbing and squealing on your co-workers, it is going to create an organization where salaries are going to decrease, create a smaller workforce, workers having less employee rights and many positions being contracting out. Why not let the employees decide for themselves if they want the new system. let them vote on the NSPS, if the majority vote that they want the NSPS then implement it. If not keep the old system until something better is offered. Since you are saying this is such a good system you should not have any problem in letting the employees vote if they want the system. I seriously think you need to re-look at the NSPS and allow it to be scrutinized by an independant counsel of professionals selected by both management and union groups. I am open to change when change is the right thing to do, but not for the sake of just making a change without it being thoroughly thought out.
