Comments:
The proposed system sounds good on paper but its successful implementation will be difficult. The system puts more emphasis on management evaluating personnel for compensation but poor management has existed in DoD for ages. Management must upgrade their labor relation skills/knowledge and professionalism if NSPS is to have any change of success.
