I could not agree more with the purposed changes with the DoD Personnel System. I have worked for three different branches of the government (Census Bureau, Dept of Veteran's Affairs, DoD) and found that the hiring system extremely slow and inefficient. The system as it stands can use an overhaul to become more competitive with the private sector. I would like to highlight three benefits that this system should bring to the government: 1. Offer competitive salaries. As a clinical pharmacist, the government offers desirable and unique opportunitites unlike many private sectors. However, the salaries are $20,000 to $40,000 lower than competitive companies. Providing a market analysis for specialty position salaries will increase interest in government positions, particularly for those deemed in short supply. 2. Produce more efficiently. I have encountered government employees with minimal production and maintained based on longevity of employment. I view this system as a long overdue answer to move the government into a more productive work place. Perfomance based management will encourage employees to produce efficiently for rewards. 3. Efficient hiring. After experiencing the transition from a contractor position to a government position, I am astonished with the delays and unnecessary paper work required. Compared to private industry, decisions and hiring actions with the government are excessively slow and often resulting in loss of excellant candidates. I view these changes as a needed flexibility to allow local managers to hire based on knowledge of the position instead of a Human Resources personnel trying to determine the best candidate with limited knowledge of the position needs. I fully support changes that will improved the productivity of the government sector, offer competitive salaries and performanced based rewards.
