PERFORMANCE MANAGEMENT I would like to know how performance will be determined. I have been in the government when evaluations were not pass/fail. Not all supervisors were fair in there evaluations. Personal feelings were too much involved in evaluation decisions. Many supervisors in the civilian population do not even know what their employees are doing. I believe that people should be rewarded for oustanding performance but I do not believe that supervisor evaluations alone can really determine how an individual is performing. Personal likes and dislikes of individuals could play an important part of supervisor evaluations. In an ideal world everyone would get an honest and fair evaluation of his/her performance. But living in this world as long as I have I know that this rarely occurs. Many supervisors may not even realize that they are not being fair. To see others getting rewarded on their personality alone will tend to cause low moral of workers. I have been with the Federal Government for almost 25 years. I have seen the most inept employee receive promotions and awards because they are VERY close to their supervisors. Many supervisors don, like to give very high or very low evaluations because they don't want to or can't write a justification.
