Reference: Appeals, Subpart H, paragraph 7, Penalty Review, page 7567: "Because the Department bears full accountability for national security, it is in the best position to determine the most appropriate adverse action for unacceptable performance or misconduct." The statement that DoD "bears full accountability for national security" is not true Ever hear of a little agency called the Department of Homeland Security? This is just an excuse to further diminish the rights of labor and increase the control of management. You do not have to destroy the entire civil service system, which has worked to keep this country free for decades, in order to fix the parts that are broken. If your kid breaks his leg, do you shoot him and start over, or do you take him to the hospital and fix his leg? Defining performance as "towing the party line," as this administration does, will not enhance national security. If the goal of NSPS was to be fair to labor, there would be no need for a National Security Labor Relations Board or for the SecDef to have zero checks and balances on the decisions he makes. I think these factors pretty much tell the true story of NSPS.
