How does this system have any impact on Flex time or RDOs? Without cost of living and locality pay, not to mention other gov't benefits - what attraction is there for new hires? There is plenty of favoritism (buddy system) going on now with regards to promotions and performance awards - I can only see this as getting worse! It is good that we have the AFGE to speak for us regarding employee rights. The soldier is our mission - how will more employee disruptions effect our mission? Maybe you need to look into management or the hiring process itself - why does it take so long?
