Comments:
I have serious misgivings with the proposed system. The promise of the potential for increased pay based on performance has a hollow ring to it. All agencies are looking for areas to reduce spending. Managers are under the gun to reduce costs. I can see not giving people raises as a quick way for management to look like they are saving money. As it has been presented to us, there is no easy recourse or appeal for reductions in pay or firings. This seems to be a step backwards not an improvement.
