This appears to be just an feather in the good old boy system. If you do not play the game you loose. Values are out the window and workers rights are a thing of the past. The best and brightest will not stay in the goverment but leave never to return. As it is now the best workers are not necessarily trhe one s getting rewarded. Take what little they have away and we ebnd up with nothing. All the policies regulations are in place now to deal with bad employees. Management chooses not to use them, so now the employees will suffer even more. The new system is not set up to make or get better employees just more yes people.
