I am strongly opposed to the proposed change (NSPS) to the current system of personnel management that I am working under. I believe that raises will not be fairly or consistently or reqularly awarded. I believe that managers will take too big of a share of the money allotted for raises. The current system awards superior performance with accelerated step raises and promotions. Currently, workers performing at the highest levels are recognized financially. Workers that perform at the expected level (very high in my line of work as a Nuclear Engineer) receive minor increases in compensation (2% every three years) which are psychologically satisfying, if not significant monetarily. I don't believe this should be taken away. I see situations where personality differences between a supervisor and an excellent worker will result in him not getting a deserved raise. In summary, the current system is not broken, so don't try to fix it!
