have we forgotten? Let the public service be a proud and lively career. And let every man and woman who works in any area of our national government, in any level, be able to say with pride and honor in future years: I served the United States government in that hour of our nations need. John F.Kennedy The obvious difference in Civil Service (Servants) and contractors is PRIDE and HONOR. How much PRIDE and HONOR can a person have for a project that has a limited amount of life. Every contract runs out and people move to different jobs and different areas. These People have PRIDE and HONOR for the Flavor of the DAY project paying the bills. I respect the contractors for working and providing for themselves and family Fortunately our forfathers thought far enough ahead to instill PRIDE and HONOR into the existing Civil Service system which has provided the United States Government the STRONG and POWERFUL MILITARY SUPPORT for maintenence and repair. Also the peoples voice in the form of UNION ( organized labor) has provided the fair and equitable treatment without the risk of STRIKES. Longetivity has so many advantages for performance of work in the form of repetitive successful repairs and maintenence. If you even think the new system will PAY for PERFORMANCE and IMPROVE performance you are not understanding that the agency will only be able to pay per BUDGET and per someones evaluation of the employee for a SPECIFIC amount of time. WE must keep our CIVIL SERVICE System appetizing enough to encourage employees to stay for their entire career and use the training they have recieved to benefit areas similiar to our NUCLEAR NAVY. THANKS for allowing for PUBLIC comment period and hopefully these comments are read and digested in SUPPORT of the existing Civil Service system.This system works when properly implemented with HIGHLY TRAINED LEADERS ( Managers and Union) PLEASE remember PRIDE and HONOR can not be contracted but only realized with a lively career.
