Comments:
I, as most others, feel this system not only encourages favoritism but will also lead in many strong workers to seek employment elsewhere. I do believe that there are alot of people that are riding the system, getting pay raises, and not performing at a level that should be expected from any supervisor. However, what needs to be done is hold the supervisors accountable, not penalize the entire civilian workforce. This document requires a legal degree to even begin to comprehend. For years now the federal government has had a problem recruiting and retaining a quality, hard working work force. This new program will not correct this problem it will only make it worse.
