The idea of pay for performance is only going to be used as a tool to save an organization money (with-in its' anual budget). There is at this time a means of rewarding a top performer (Quality Step Increase - QSI). My organization does not believe in rewarding superior performance through the use of this tool so to tell me that I will only get pay increases in the future based upon my supervisors recommendation tells me that I will never again see another pay raise. I am at this time contemplating leaving government service (27 1/2 years)for the private sector, at least there I will have the option of negotiating my salary and benifits.
