I do not agree with implementation of the new NSPS personel system. There is an abundance of favoritism in the old system and it will be even harder to control favoritism in the new NSPS personel system. Managers will be given too much power. If a manager does not like you, he can fire you no matter how much seniority you have. How will a high-performing dedicated employee, who isn't a pet of the manager be recognized for performance? The government will not provide adequate funding necessary over several years to train managers to correctly implement the system.
