Comments:
While the new NSPS system may have advantages it is difficult to decipher any advantages to the new system, primarily due to the lack of information. For instance if I wanted to know what my pay will be based on via the pay banding system I get no clue due to the ambiguity, which causes me to be suspect about the whole system.
